Identity and role

Noah Breslow was chairman and CEO of OnDeck Capital, the New York online small-business lender that organized and issued the March 24, 2020 fintech coalition letter. He signed it as OnDeck's CEO.

Biography

OnDeck's 2020 proxy statement records that Breslow joined OnDeck in 2007, became CEO in June 2012 and served as chairman and CEO through the company's 2020 sale, and lists his MIT and Harvard Business School degrees. OnDeck went public on the NYSE in 2014 (we do not have copies of the SEC filings); the IPO valuation, cumulative lending and JPMorgan Chase partnership figures previously stated here are not in any source we have.

Pandemic relief role

OnDeck published the March 24, 2020 letter to Congressional leadership, framing it as "OnDeck, and 21 fintech companies" (archived letter text; the signatories register lists 25 individuals). The letter urged Treasury to move "upwards of $500 billion" to small businesses through non-bank lenders and said the signers sought "no gain from this crisis."

OnDeck processed and serviced PPP loans on behalf of Celtic Bank, and separately won SBA direct-lender approval around mid-April 2020. But the program's first tranche ran dry before OnDeck could fund under its own authority (Fortune). No OnDeck-specific PPP volume or fee total is broken out in the public record. OnDeck's first-quarter 2020 10-Q carried a going-concern warning. We found no PPP enforcement action against OnDeck, and it is not named in the December 2022 House report.

We found no personal enforcement action, civil settlement, debarment, or criminal charge involving Breslow. The public record does not support a claim that OnDeck became a major PPP funder in the first round.

Where they are now (2025–2026)

Enova International announced the acquisition of OnDeck in July 2020 and closed it on October 13, 2020 for about $122 million (Enova releases); OnDeck survives as an Enova brand. He later joined Bain Capital Ventures (BCV announcement) and is now CEO of Revecore, a healthcare revenue-cycle company (Revecore announcement).
