The Shuttered Venue Operators Grant

What the program was

The Shuttered Venue Operators Grant was authorized and appropriated $15 billion by Public Law 116-260, the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act (Division N, Title III of the Consolidated Appropriations Act, 2021), and given a further $1.25 billion by the American Rescue Plan Act of 2021, for $16.25 billion in all (CRS Report R46689, July 5, 2022). The program grew out of the Save Our Stages Act, introduced in the House as H.R. 7806 on July 7, 2020 (CRS R46689) and in the Senate as S. 4258; the National Independent Venue Association's October 2020 backgrounder makes the industry's case for it.

A qualifying applicant could receive an initial grant equal to 45 percent of its gross earned revenue, up to $10 million, and a supplemental grant of 50 percent of the initial grant, subject to the same $10 million cap; at least $2 billion was reserved for applicants with up to 50 full-time-equivalent employees (CRS R46689).

The SBA announced it would open applications on April 8, 2021; the portal failed on opening day, accepted no applications, and stayed closed while the agency worked on a fix. The program accepted applications from April 26, 2021 through August 20, 2021 (CRS R46689). The SBA's post-application guidance of February 16, 2022 and its audit and attestation requirements of July 22, 2022 governed what happened after an award.

Key dates and amounts

• As of June 14, 2021, the SBA had received 14,214 applications requesting $11.5 billion and had awarded 411 grants totaling $304.2 million, an average of $740,000 (CRS R46689).
• As of July 2022, the SBA had disbursed $14.6 billion to 13,011 awardees, including supplemental awards to 9,800 of the original awardees (SBA OIG, July 22, 2025).
• The OIG's July 2025 audit reports that as of October 2024 the SBA had identified $544 million in potential improper payments to be recovered, had sent one demand letter, in January 2024, and had paused further letters (SBA OIG, July 22, 2025); a 2024 management advisory covered the post-award review.
