Identity and role
Jim Granat leads small-business lending at Enova International, the Chicago-based public consumer and small-business lender (NYSE: ENVA). He signed the March 24, 2020 letter to Congress as "SVP Head of Small Business, Enova International" (archived letter text; signatories register). After Enova acquired OnDeck in October 2020, Granat took over the combined small-business operation and ran the OnDeck brand.
Biography
Enova's leadership page says Granat joined Enova from Lendio in 2018; after the OnDeck acquisition he became co-president of small-business lending (Enova page; The Org).
The March 24, 2020 letter and pandemic relief
Granat signed the March 24, 2020 coalition letter, which asked Treasury to direct "upwards of $500 billion" to small businesses through non-bank lenders and stated, "We seek no gain from this crisis."
At the date of the letter, Enova did not yet own OnDeck. Granat signed for Enova's existing small-business unit — Headway Capital and The Business Backer — while OnDeck's then-CEO, Noah Breslow, signed separately for OnDeck Capital. Enova's PPP exposure came only later, through its acquisition of OnDeck, which closed in October 2020. OnDeck's own PPP activity was as an agent processing loans on behalf of Celtic Bank; OnDeck won SBA direct-lender approval too late to fund under its own authority before the first tranche was exhausted. No distinct Enova-originated PPP volume is broken out in the public record, and no PPP enforcement action against Enova has been found.
Where they are now (2025–2026)
Granat still leads Enova's small-business operations as co-president of small-business lending (Enova page; The Org). Enova reported full-year 2024 revenue of about $2.7 billion and net income of about $209 million .
