The bigger challenge we are facing with other vendors is they want either all up front
or various percentages (ex. 50 or 75%) before shipping the goods. This is mainly for the
goods coming from China but we have seen it from other countries as well. We are
attempting to vet the contacts and ensure the buy is legitimate, but we are losing deals
because vendors want the up front dollars before they will ship. What is the state
willing to do on this front? Thanks.
