While it was not confirmed as fraud, based on my conversations with the Deputy State Treasurer last night:
State Treasurer's Office debriefed with FBI yesterday
STO operated under a valid warrant from the State Controller's Office
A conversation prior to the wire had occurred with the Director of DGS which handles the procurement
and highlighted a need to escalate
The Deputy Treasurer believes there are several red flags to the transaction that the State should have flagged.
While meeting the minimum fiduciary requirements, he felt that multiple departments fell short in how this was
handled.
The State is extremely grateful for J.P. Morgan's leadership and the steps we took to get this money recovered.
Calls continued to transpire last evening amongst the state elected officials including notification to the Governor's
Office.

The State Treasurer confirmed today that they will not be re-issuing the $500mm wire to the same vendor. They
funds have been returned to the State Controller. They did not confirm fraud, but only that Dept of General
Services is looking for another vendor. They are extremely grateful for our intervention.
