Who they are

Hannibal "Mike" Ware was the U.S. Small Business Administration's Inspector General throughout the pandemic, providing independent oversight of programs that ballooned from roughly $100 billion in normal annual loan/contracting activity to over a trillion dollars of pandemic lending authority. He was a statutory member of CIGIE's Pandemic Response Accountability Committee (PRAC). It was chaired by DOJ IG Michael Horowitz and staffed at the operational level by Executive Director Robert Westbrooks and Deputy Executive Director Linda Miller; Ware chaired the Subcommittee on Audits. He also chaired CIGIE's Audit Committee.¹²

Education

Bachelor of Arts in accounting, University of the Virgin Islands. Graduate of the Senior Executive Service Career Development Program. The University of the Virgin Islands conferred on him an honorary Doctorate of Humane Letters in December 2020. He is a Certified Fraud Examiner and has served on the ACFE Board of Regents.¹²

Career before the pandemic

Ware is a native of the U.S. Virgin Islands with more than 30 years in the Inspector General community. He began at the Department of the Interior OIG Virgin Islands field office as an auditor in 1990, became Field Office Supervisor, then Eastern Regional Manager (running audits, inspections, evaluations, and joint investigations for the region). He later served in DOI OIG's Office of Management as Deputy Assistant Inspector General for Management. In April 2016 he was appointed to the Senior Executive Service as SBA OIG Deputy Inspector General, served as Acting Inspector General from January 2017, and was confirmed as IG in 2018.¹²

Role in the pandemic relief programs

Ware's office was the principal independent check on PPP and COVID-EIDL. SBA OIG issued a stream of reports on weakened controls, improper payments, identity theft, and fraud, and Ware testified repeatedly before Congress. The office's "COVID-19 Pandemic EIDL and PPP Loan Fraud Landscape" (Report 23-09, effective June 27, 2023) estimated SBA disbursed over $200 billion in potentially fraudulent COVID-EIDL, EIDL advances, and PPP loans, at least 17 percent of all such funds (about $1.2 trillion disbursed in total). It noted nearly $30 billion had been seized or returned. Earlier OIG work flagged the same vulnerabilities in near-real time, including emergency-EIDL grants to sole proprietors/independent contractors (Report 22-01) and the PPP loan-review processes (Report 22-09).³⁴⁵⁶

Career after / where they are now

Ware's federal IG career continued past SBA: in September 2024 he was designated Acting Inspector General for the Social Security Administration OIG, and, per his LinkedIn profile (self-reported), was elected Chair of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) for 2025. The January 24, 2025 mass removal of inspectors general interrupted that career. Ware was one of the IGs who challenged the firings in federal court; the complaint said he had served as SBA IG since 2018 and, since September 2024, also as Acting IG of the Social Security Administration. SBA's IG seat passed to William W. Kirk, sworn in January 6, 2026. Ware has since described himself as a retired Inspector General.⁹¹⁰¹¹¹²¹³
