Identity and role

Gene L. Dodaro was the eighth Comptroller General of the United States and head of GAO. GAO's page for its former Comptroller General states that he served 15 years, from December 30, 2010 through December 29, 2025, and that he testified before Congress over 200 times, including on the nation's response to the coronavirus pandemic; it closes the record with "after more than 50 years of public service and 15 years as Head of GAO, Mr. Dodaro's term ended in December 2025."1

Pandemic-relief / PPP-EIDL role

GAO's COVID-19 issue page states that the federal government provided about $4.65 trillion in relief funds and that "the CARES Act includes a provision for GAO to report regularly on pandemic impacts and the federal response."3

The same page states that GAO's pandemic work "resulted in over 200 products and 484 recommendations to Congress and federal agencies," that over half of those recommendations have been closed, that the work "led to at least $43.9 billion in financial benefits," and that GAO's recommendations "helped save about $14.8 billion based on program integrity improvements to small business loans."3

On fraud the page states: "The full extent of fraud will never be known with certainty, but estimates indicate hundreds of billions of dollars in fraudulent payments were made."3

Where they are now (2025–2026)

Dodaro's term ended on December 29, 2025. GAO lists him as former Comptroller General; the office is held in an acting capacity by Orice W. Brown pending Senate confirmation of a successor.12
