PRAC — chaired by DOJ IG Michael Horowitz — was created to coordinate inspectors general across the federal pandemic-spending apparatus.
Identity and role
Robert A. "Bob" Westbrooks served as executive director of the Pandemic Response Accountability Committee from its 2020 launch (MeriTalk) until his retirement announced by PRAC in 2022 (GovDelivery bulletin). Before PRAC he was Inspector General of the Pension Benefit Guaranty Corporation and earlier held oversight roles including at SBA OIG (MeriTalk; NASACT).
Pandemic-relief / PPP-EIDL role
Member IGs included SBA IG Hannibal Ware and DOL IG Larry Turner. Westbrooks' deputy was Linda Miller, who later worked in anti-fraud consulting and advocacy. PRAC's website launched under his leadership (MeriTalk capture).
His 2026 House Oversight written testimony addresses identity and data controls in pandemic relief.

After PRAC, Westbrooks wrote Left Holding the Bag: A Watchdog's Account of How Washington Fumbled Its COVID Test (2023) (Government Executive interview; House testimony).
