Isabella ("Isabel") Casillas Guzman is an American government official and former small-business entrepreneur who led the U.S. Small Business Administration through the second phase of the COVID-19 relief programs. SBA framed her arrival as the agency's mandate to be "a lifeline for small businesses" coming out of the pandemic.12

She served in the Obama administration at SBA as a Senior Advisor and Deputy Chief of Staff, where, per SBA, she "oversaw the SBA's adoption of improved policies, technology, and program initiatives."
