Identity and role
Katherine Worthman (DC Bar No. 488800), a staff attorney in the FTC Bureau of Consumer Protection, was one of three attorneys on the complaint in FTC v. OTO Analytics, Inc. and Toby Scammell (Womply), N.D. Cal. 3:24-cv-01661 (March 18, 2024), signed /s/ Julia Heald for the team.
Pandemic-relief / PPP-EIDL role
Staff attorney of record on the Womply deceptive-marketing action; the complaint's allegations include Womply's "Fast Lane" processing claims (complaint capture).
The case alleged deceptive claims about PPP application odds and processing speed. The settlement carried a $26 million monetary judgment, injunctive relief and recordkeeping requirements, with no admission of wrongdoing by the defendants (FTC release; stipulated order).
Worthman was one of the FTC attorneys who used the FTC Act and the COVID-19 Consumer Protection Act after the PPP application window had closed. No public source shows an industry exit.
