Identity and role
Julia Heald (NY Bar No. 5437561), a staff attorney in the FTC Bureau of Consumer Protection, is the signatory of record on the complaint in FTC v. OTO Analytics, Inc. and Toby Scammell (Womply), N.D. Cal. 3:24-cv-01661 (March 18, 2024). The complaint is signed /s/ Julia Heald for the three-attorney team (Heald, Katherine Worthman, Paola Henry).

Pandemic-relief / PPP-EIDL role
One of three staff attorneys of record on the Womply deceptive-marketing action (PPP-application odds and 24-hour processing claims under Section 5 and the COVID-19 Consumer Protection Act), resolved with a $26 million judgment and no admission of wrongdoing (stipulated order) (FTC release; stipulated order).
The Womply complaint alleged that small businesses were told their PPP applications could be processed quickly and successfully through Womply, while, per the FTC's release and case page, more than 60 percent of Womply applications never resulted in funding and many were not processed in the promised time frame. The complaint and stipulated order were filed on March 18, 2024, and the final order entered in April 2024.
