What it is
One row per jurisdiction code that appears in the SBA's suspension figures or in the loan files. The suspension columns come from the SBA's own documents; the loan columns count and sum the loans in the SBA's PPP loan-level file and USASpending's COVID EIDL award export for the same state code.
How it was built
The PPP and COVID EIDL columns were built from the site's preserved copies of the federal files after checking each file's SHA-256 against release pandemic-darlings-data-v1-2026-07-10. Suspension figures SBA gives only as a round number are marked in the precision columns, and no ratio is computed from them without that mark.

suspended_borrowers_per_1000_loansis not a share. The numerator counts borrowers and the denominator counts loans;suspended_borrowers_per_1000_loans_basissays whether the figure rests on an exact or a rounded SBA number.- Money columns carry cents (
ppp_current_approval_usd,covid_eidl_face_value_usd);suspension_amount_usdis whole dollars as SBA states it. - LF line endings, UTF-8, 17,208 bytes.
Before you quote a row
- SBA counts borrowers; the PPP and COVID EIDL files count loans. One borrower can hold a first-draw PPP loan, a second-draw PPP loan and a COVID EIDL loan, so suspended borrowers per 1,000 loans is a ratio of different units, not the share of borrowers suspended.
- In release 26-91, SBA's dollar figure is the approval amount of PPP and COVID EIDL loans tied to suspended borrowers, not an amount found fraudulent. For the five earlier state rounds SBA describes its figure in other words, which the dataset carries verbatim.
- SBA has not published how borrowers were selected for suspension or which address places a borrower in a state.
- PPP loans are placed by the BorrowerState column of SBA's PPP FOIA files (2024-09-30 vintage); COVID EIDL loans by the recipient_state_code column of USASpending's award exports, downloaded 2026-06-22.
- PPP dollars are current approval amounts; COVID EIDL dollars are the face value of the loan as USASpending records it.
- The USASpending exports also hold 15 Microloan Program records (CFDA 59.046); they are not counted as COVID EIDL loans.
- Release 26-91's table gives full figures for 52 codes. The five earlier state rounds (California, Ohio, Minnesota, Maine and Wisconsin) come from the text of other SBA documents; where that text prints a figure with "over", "approximately" or a similar qualifier, in shortened form, or round to the hundred, the figure is marked as such and any ratio built on it is marked approximate.
- SBA documents restate some earlier rounds with different figures; the dataset uses the figures from SBA's announcement of each round and names the other documents in the notes.
- Release 26-91's table includes AE, the postal code for military mail addressed to Europe, the Middle East, Africa and Canada.
