Treasury's three Payroll Support Program files list 1,575 payments totaling $58.91 billion to airlines, cargo carriers and aviation contractors. Passenger airlines received $53.46 billion of it.

What it is

One row is one row of Treasury's PSP1, PSP2 or PSP3 file, with the file name and line number it came from. Names, cities, states, dates and amounts are as Treasury published them. Added columns give the file and line, a participant class, a cleaned name, any footnote marker, a name key that groups the same company across rounds, and flags.

The name key is the name in capitals with punctuation and trailing corporate words removed. It groups 1,584 rows under 706 keys. It keeps the legal name before any “f/k/a”, “d/b/a” or “a/k/a” clause, so it merges spelling variants of one company, such as the two spellings of Frontier Airlines and Republic Airways' first-round name “f/k/a Republic Airline Inc.”, and it does not merge a parent with its subsidiaries.

How it was built

The three CSVs were read line by line and summed in whole cents. In PSP3 three names end in a digit that reads as a footnote marker with no footnote in the file; the digit is moved to its own column and the name kept as published.

11 rows are flagged and kept: 6 with a payroll support amount of zero, 3 with no amount at all (one of them a row named “OCIO TEST TEST TEST”), and 2 rows with a stray “#REF!” spreadsheet error in one cell. They are listed below.

What the files add up to

Congress made $63 billion available across the three rounds: $32 billion in the CARES Act, $16 billion in the Consolidated Appropriations Act, 2021 and $15 billion in the American Rescue Plan Act (GAO-24-106754). Treasury's files add up to $58,911,110,973, which rounds to the $58.9 billion in payments GAO reported as of December 31, 2023. Each round paid out less than it was given; the files do not say why.

Before you quote a row

  • Rows are payments, not companies. A recipient that took part in all three rounds has three rows. Group on the name key, and check it by hand for parents and subsidiaries.
  • State is an address. Payroll support followed employees wherever they worked; the state column is where Treasury addressed the agreement.
  • Totals are the files' totals. They are what Treasury published per recipient, not what Congress made available, and not net of any repayment Treasury later sought. They include note principal, the part of the assistance that GAO says recipients must repay (GAO-24-106754).
