Treasury airline payroll support files and the section 4003 loan page
PSP1, PSP2 and PSP3 payments as Treasury published them — 611, 489 and 484 rows — with the raw HTML of the CARES section 4003 loan page, which Treasury never published as a data file.
What it is
Payroll support paid airlines, cargo carriers and aviation contractors to keep employees on payroll. Treasury ran it three times: the CARES Act round, the December 2020 extension, and the American Rescue Plan round. Each CSV lists participants, where they are, the agreement date and the payroll support total, plus note principal, warrant count and warrant exercise price for the larger recipients that had to give Treasury financial instruments in return.
The fourth file is different. CARES section 4003 loans — the separate loan program for air carriers and national-security businesses — were never published as a CSV or a spreadsheet. Treasury put the recipients in HTML tables and hung a transaction summary and a transaction documentation PDF off each one, so the page itself is the record and it is preserved here as the bytes that were served on 2026-07-21.
Where it comes from
The three CSVs come from Treasury's own file URLs, each carrying the publisher's data-as-of date in its name: 2023-08-17 for PSP1, 2022-07-27 for PSP2 and PSP3. They are three separate rounds, not a series, and the later files do not supersede the earlier ones.

Transaction documents
Treasury's section 4003 page links a transaction summary and a transaction documentation PDF for each loan, and the monthly loan reports it files with Congress under section 4026. None of those documents was pulled in the 2026-07-21 run. Every one of them is listed here with its publisher URL, taken from the captured page, so the gap is countable: 155 documents held by the publisher and not by this archive, 0 held here, and 3 classes of document — the per-participant payroll support agreements, notes and warrants — that the page does not link at all.

Columns
The three CSVs share a shape: participant type, participant, city, state, agreement date, payroll support, note principal, number of warrants, warrant exercise price. PSP2 adds an application date. Every file ends in two unnamed empty columns left over from Treasury's spreadsheet export, and PSP2 carries a stray #REF! in one of them. The bytes are published as served.

Caveats
- Each CSV carries the publisher's data-as-of date in its file name: PSP1 2023-08-17, PSP2 and PSP3 2022-07-27. They are three separate rounds, not one time series.
- Every file ends in two unnamed empty columns from Treasury's spreadsheet export; PSP2 additionally carries the literal #REF! in one of them. The bytes are published unchanged.
- PSP2 and PSP3 do not decode as UTF-8: their header rows carry footnote markers in Windows-1252 bytes. Read them as cp1252 (PSP1 decodes as UTF-8).
- Money columns are strings with a leading $, thousands separators and a trailing space; unused note and warrant columns hold the literal N/A.
- Payroll support is a grant with note and warrant conditions for larger recipients only: 37 of 611 PSP1 rows, 20 of 489 PSP2 rows and 19 of 484 PSP3 rows carry note principal.
- Treasury published no CSV or XLSX for CARES section 4003 loans, so the loan page is preserved as raw HTML. The per-transaction summary and documentation PDFs it links were not acquired in the 2026-07-21 run; they are enumerated with status in the collection's transaction-document register.
