Identity and role

Marc Goldschmitt is the founder, President, and Chief Executive Officer of Goldschmitt and Associates LLC (G&A), a government IT and management-services contractor headquartered at 21515 Ridgetop Circle, Suite 390, in Sterling, Virginia. He is a service-disabled veteran; the company is a service-disabled veteran-owned small business and has held HUBZone status. Through a joint venture, Goldschmitt-CRI LLC, his firm built and ran several of the software platforms used for pandemic small-business relief.

Biography

Goldschmitt's own biography and his company's site (we have a copy of the About Us page) describe him as a long-time federal contractor and Project Management Professional; the company site lists Inc. 5000 rankings and CMMI/CMMC credentials.

The company and its PPP/EIDL role

SBA's 2021 justification for extending the platform without competition rested on its incumbency (GovCon Wire).

The work ran through two vehicles. Goldschmitt and Associates LLC held a COVID-19 Relief Platform operations-and-maintenance contract, and Goldschmitt-CRI LLC — an SBA Mentor-Protégé joint venture between Goldschmitt and Associates and Central Research, Inc. of Lowell, Arkansas — held the PPP forgiveness platform, the July 2021 follow-on, the Restaurant Revitalization Fund "Grant Restaurant Platform" and a COVID-EIDL SaaS platform. In a July 2021 action that extended the forgiveness platform, SBA's redacted justification-and-approval notice, as reported by GovCon Wire, said SBA had conducted market research in June 2020 and identified Goldschmitt-CRI as the only vendor able to provide the cloud-based platform; the potential 12-month award was worth $136.4 million.1 The report describes the platform as handling forgiveness submissions, calculations and dashboards on a FedRAMP-certified AWS environment.

GAO's review of the Restaurant Revitalization Fund describes SBA contracting with Goldschmitt-CRI for the application platform, which in turn subcontracted portal development.2

Their own relief

Goldschmitt and Associates LLC took a Paycheck Protection Program loan of its own: SBA data via ProPublica lists $255,165, approved April 10, 2020, through Atlantic Union Bank and later forgiven.3 Nothing in the record indicates the loan was improper.

No criminal charge, civil fraud case, or enforcement action has been identified against Marc Goldschmitt, Goldschmitt and Associates, or Goldschmitt-CRI in connection with the PPP, EIDL, or RRF platforms.

Court records show a 2020 bid protest the company filed in the Court of Federal Claims and a 2025 private employment suit (we do not have copies of the dockets); neither bears on the relief platforms.

Where they are now (2025–2026)

Goldschmitt remains President and CEO of Goldschmitt and Associates in Sterling, Virginia (we have a copy of the About Us page), which lists a leadership team including Rachael Sutler, Charles Cosgrove and Gregg Greenfield.
