Brent Lillard (GovSmart, Inc.)

Identity and role

Brent Lillard is the co-founder and Chief Executive Officer of GovSmart, Inc., a Charlottesville, Virginia firm that resells and integrates IT, tactical, and advanced-technology products for government agencies and prime contractors. He co-founded the company in 2009 with Hamza Durrani, now listed by GovSmart as co-founder and CGO. GovSmart is a HUBZone-certified small business; its current leadership also includes COO Glenn Willard, CFO Daniel Smith, and CTO Kerry Rock.

Biography

GovSmart's own pages say he grew the company from two employees into a supplier with $388 million in sales in 2023, describe a George Mason University degree and note an AFCEA 40 Under 40 listing.

In a 2021 House Small Business Committee hearing record, Lillard appeared as GovSmart's CEO and co-founder in Charlottesville and recommended giving HUBZone firms more parity with other small-business programs, including a higher contracting goal.

The company and its pandemic role

GovSmart's pandemic tie is a federal contract: it is cited in SBA contracting records as an SVOG follow-on supplier, on an award supporting SBA's Shuttered Venue Operators Grant program after the initial build: task order 73351022F0022, a follow-on for SVOG "solution operation & maintenance services," worth $1,102,036 (USAspending.gov award record).

Their own relief

GovSmart also took a Paycheck Protection Program loan of its own: the public SBA PPP dataset lists GOVSMART, INC., Charlottesville, Virginia, with a $580,300 PPP loan approved April 14, 2020 and paid in full on May 21, 2021, with Customers Bank as the originating lender.

Legal status / controversies

No criminal charge, civil fraud case, or enforcement action has been identified against Brent Lillard or GovSmart in connection with SVOG or PPP.

Where they are now (2025–2026)

Lillard remains co-founder and CEO of GovSmart, which continues as an active government-IT acquisition firm in Charlottesville.
