Colleges receiving HEERF direct grants had to use part of the money for emergency financial aid grants to students (CRS R47027). In the 2021 reports, $19.4 billion of the $39.2 billion spent went to students that way. Fewer institutions filed each year: 4,858 in the first report, 1,850 in the last.

Caveats
- Institutions are joined across years on their DUNS number, or their UEI or name where the DUNS is missing.
- The reported awards total $8.1 million more than the $75.481 billion CRS gives for HEERF after rescissions (CRS R47027).
- Spending in a year is computed from each report's own fields. The sum for the 2020 to 2022 reports does not match the total in the Department's HEERF annual performance report for 2022; the gap is unexplained.
- Names are as reported, in capitals.
