New York City's school system was awarded $7.55 billion across the three ESSER rounds. Next came the Department of Education of Puerto Rico, with $4.42 billion, and Los Angeles Unified, with $4.21 billion. The grantee reports name 17,464 districts.

Top 25 districts by award

An award here is the district's formula subgrant plus any award from its state's reserve, summed over the three rounds from each round's latest report. "Spent" is what the district reported spending through its 2023 report; spending after that is not in the files. Milwaukee Sch Dist had reported spending 14.7 percent of its award by then, the lowest share in the top 25.

ARP ESSER spent by state, through the 2023 reports

Across all three rounds, states reported spending $117.0 billion of the $189.5 billion in ESSER allocated to them by the end of the 2023 reporting year, 61.8 percent; a year earlier the figure was 33.5 percent. For the American Rescue Plan round alone, states reported spending $57.2 billion of $122.0 billion in ARP ESSER by the end of the 2023 reporting year, 46.9 percent. The monthly summary carries the story past that point.

Caveats

  • One district can file under several names and identifiers over the years. Rows are joined into one district when they share a state and an NCES district ID, a UEI or a DUNS number, or, for rows without an NCES ID, a name. Reports from 2021 through 2023 are used; for each round the district's latest report counts.
  • 94 groups of rows joined on those identifiers carried conflicting names and were split back into separate districts. The largest such group, all members together, was awarded $906 million.
  • Names are as reported. New York City's schools report as "Nyc Chancellor's Off".
  • The Puerto Rico Department of Education is both the state-level agency and the local one for federal grants (ED OIG I25GA0233), so it appears in this list.
