Education Stabilization Fund spending files
By the Education Department's monthly summary of September 3, 2026, states and school districts had drawn $197.0 billion of the $200.6 billion obligated to them under the fund's K-12 programs, 98.2 percent. The grantee reports behind that total, and 4,941 colleges' reports on their HEERF grants, are below as tables.
What it is
The Education Stabilization Fund is the $277.7 billion that the CARES Act, the December 2020 relief act (CRRSA) and the American Rescue Plan appropriated for schools and colleges (CRS R47027). Its four big programs are ESSER for school districts, GEER for governors, EANS for private schools and HEERF for colleges.
The portal publishes two kinds of file. The annual performance reports are what grantees told the Department each reporting year: what each state was allocated and spent, what each school district, college or other subrecipient was awarded and spent, and for HEERF how much went to students as emergency grants. The National Summary Report is a monthly spreadsheet the Department builds from USAspending: obligated and outlayed dollars by state, program and round for the K-12 programs. HEERF is not in it.
Three views
- ESF K-12 spending pace, month by month: every monthly summary since September 9, 2024, the latest by program and round, and every state's ESSER draw-down.
- The 25 school districts with the largest ESSER awards: the largest district awards across all three rounds, and each state's ARP ESSER spending through the 2023 reports, out of 17,464 districts in the reports.
- The 25 colleges and universities with the largest HEERF awards: HEERF by reporting year and the largest institutional awards.
Files
Every row in the derived tables names the portal file, sheet and spreadsheet row it came from. Amounts are rounded to cents and are as reported by the grantees. The figures file holds every number these pages print, each with the table, filter and spreadsheet rows behind it.

Caveats
- Names are as grantees reported them, so one district can appear as "Nyc Chancellor's Off". The district and college rankings join a grantee's rows across reporting years on its federal identifiers before ranking.
- The annual reports run through reporting year 2023. The portal has no 2024 reports yet, so spending after that comes only from the monthly summary, which covers K-12 programs and not HEERF.
- In the 2020 ESSER files the field named for the amount awarded to a district combines its formula subgrant and any state-reserve award, and the field named for the total subgrant awarded holds the district's spending. The tables split and relabel both; the original cell stays in the derivation column.
- EANS reports give obligations and spending for the reporting period only, so a cumulative EANS figure is the sum across reports.
- The HEERF awards in the reports add up to $75.489 billion, $8.1 million more than the $75.481 billion CRS gives for HEERF after rescissions (CRS R47027).
- The monthly summary's ESSER I obligations come to $13.219 billion against an appropriation of $13.229 billion. The gap is not explained in the file.
