Wire Fraud In violation of 18, U.S.C. 1343, a Class C felony. 
Seventy-eight (78) months custody of the United States Bureau of Prisons, 
followed by three (3) years' supervised release and a $100.00 special assessment 
fee was imposed. Special Conditions: 1) The defendant shall provide complete 
access to financial information, including disclosure of all business and personal 
finances, to the U.S. Probation Officer. 2) not apply for, solicit or incur any 
fmiher debt, included but not limited to loans, lines of credit or credit card 
charges, either as a principal or cosigner, as an individual or through any 
corporate entity, without first obtaining permission from the United States 
Probation Officer.3) shall obtain prior written approval from the Comi before 
entering into any self-employment.4) shall paiiicipate in an approved treatment 
program for drug and/or alcohol abuse and abide by all supplemental conditions 
of treatment. Participation may include inpatient/outpatient treatment. The 
defendant will contribute to the costs of services rendered ( co-payment) based 
on ability to pay or availability of third-party payment. 5) any unpaid amount of 
restitution, fines, or special assessments, the defendant shall notify the probation 
officer of any material change in the defendant's economic circumstances that 
might affect the defendant's ability to pay. 
May 17, 2021: Restitution in the amount of $4,809,307.00 was ordered. 
February 1, 2024: The original sentenced of 78 custody of the Bureau of Prisons 
was reduced to 70 months' imprisonment.

To modify the condition of supervision as follows: 
The defendant shall pay restitution at the rate of $287.00 per month until such time as 
the Court may alter that payment schedule in the interest of justice. The U.S. Probation 
Office and U.S. Attorney's Office shall monitor the payment of restitution and report to 
the Courtany material change in the defendant's ability to pay. 
CAUSE 
On April 21, 2025, Ms. Thompson commenced her term of probation in the Southern District 
of Florida. His term of supervision is scheduled to expire on April 21, 2028. 
Mr. Hines was ordered to pay restitution in the amount of$ $4,809,307.00. To date, he has 
paid $25.00. he has satisfied his special assessment fee of $100.00. 
Mr. Hines resides with his wife, and their two children. She is a homemaker, and he works as 
a marketing data analyst at America First Moving, located at 1525 NW 3rd St #8, Deerfield Beach 
Florida 33442. 
A :financial investigation was conducted to determine what amount Ms. Thompson could 
afford to pay monthly. Mr. Hines reported her household income and expenses monthly. The 
information was compared to the documentation provided by her and the expenses were adjusted 
accordingly. Based on this information, net income of $11395.66 but combined net income with 
his spouse and allowable expenses of $10820.66 it was determined Ms. Thompson will be able to 
pay $287.00 per month towards restitution. 
Mr. Hines is two months in arrears. The investigation was completed, and he owes 100. 00 
for the months of May 2025 through June 2025. He agreed to pay an extra $50.00 a month 
for the next two months to satisfy the arrearages, staiiing in June 2025. 
Mr. Hines was presented with this information and concurred with our assessment. 
Consequently, he voluntarily signed the enclosed Waiver of Hearing to Modify Conditions of 
Supervised Release, thus establishing restitution at a rate of $287.00 per month commencing June 
1, 2025, and eve1y month thereafter.

As such, it is respectfully recommended Your Honor modify the conditions of supervised 
release allowing Mr. Hines to pay restitution at the rate of $287 .00 per month beginning June 1, 
2025, as well as an additional $50.00 for the next two months to satisfy his arrearages.
