COMES NOW Andrea E. Jarois, Pretrial Services Officer, presenting an official report on 
defendant Java Dominique Carter, who was placed under pretrial release supervision on a 
$10,000.00 unsecured bond by United States Magistrate Judge David R. Grand, sitting in the court 
at Detroit, Michigan, on March 16, 2022, under the following conditions: 
 
1. Report as directed to Pretrial Services. 
2. Surrender passport to Pretrial Services.  
3. Not to obtain a passport, enhanced identification or other international travel documents. 
4. Travel restricted to the Eastern District of Michigan, unless given previous consent by Pretrial 
Services (amended to Continental United States on 12/07/2022).  
5. Not to possess a firearm, destructive device, or other dangerous weapon. 
6. Not use or unlawfully possess a narcotic drug or other controlled substance, unless prescribed 
by a licensed medical practitioner.  
7. Submit to testing as directed by Pretrial Services. 
8. Participate in substance abuse treatment as directed by Pretrial Services. 
 
 
 
 
 
Respectfully presenting petition for action of court and for cause as follows: 
 
According to a Troy Police Department police report, Incident No.: 23-04014, on August 9, 2023, 
the defendant was identified as a suspect in a fraudulent transaction at a Secretary of State self-
service kiosk. The defendant allegedly attempted to change the address and obtain a duplicate 
license of a victim. When questioned by police, the defendant admitted to attempting a transaction 
at the self-service kiosk, however, advised he was given permission by the victim to do so. The 
defendant identified the victim as someone he had met at a homeless shelter who he was trying to 
assist in obtaining identification. The Troy PD detective confirmed the victim was not homeless, 
and further he did not give anyone permission to conduct a Secretary of State transaction on his 
behalf.  
The violations noted in the incident report are as follows: 1. Use of a computer program, computer, 
computer system, or computer network to commit crime; 2. Identity theft; 3. False certification as 
felony. According to the Troy PD detective, he forwarded the allegations to his local FBI agent to 
see if they were interested in pursuing the charges. If not, the detective advised he would be 
requesting State charges. No updates have been received regarding any accompanying pending 
charges as of the writing of this report.

On September 29, 2023, the defendant submitted to a drug screen which returned presumptive 
positive for marijuana. The defendant admitted to using marijuana approximately one week ago, 
stating he believed his case was going to be dismissed and he would be able to return to using 
marijuana. The defendant was instructed to continue abiding by all his bond conditions and refrain 
from any illicit drug use until any definite court action regarding his case occurs. This marks the 
defendant’s fifth marijuana-positive drug screen since commencing Pretrial release in March of 
2022.  
PRAYING THAT THE COURT WILL ORDER a Bond Review Hearing to be held on 
October 23, 2023, at 1:00 p.m. so that Mr. Carter can answer as to the above noted violations.
