1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the
5 ‘‘ThinkDIFFERENTLY About Disability Employment
6 Act’’.
7 SEC. 2. MEMORANDUM OF UNDERSTANDING TO INCREASE
8 EMPLOYMENT OPPORTUNITIES FOR INDIVID-
9 UALS WITH DISABILITIES.
10 (a) IN GENERAL.—The Administrator of the Small
11 Business Administration, in consultation with the Chair
12 of the National Council on Disability, shall—
13 (1) provide assistance to individuals with dis-
14 abilities who desire to become entrepreneurs or to be
15 self-employed;
16 (2) help individuals with disabilities find em-
17 ployment at small business concerns (as defined
18 under section 3 of the Small Business Act (15
19 U.S.C. 632));
20 (3) assist small business concerns with hiring
21 individuals with disabilities and with accessibility
22 issues applicable to individuals with disabilities.
23 (b) MEMORANDUM OF UNDERSTANDING OR AGREE-
24 MENT.—The Administrator, in consultation with the

1 scribed in subsection (a) by entering into one or more
2 memoranda of understanding or other appropriate agree-
3 ments.
4 (c) OUTREACH AND EDUCATION.—In carrying out
5 the activities described in subsection (a), the Adminis-
6 trator, in consultation with the Chair, shall conduct out-
7 reach and education about such activities.
8 (d) REPORT.—Not later than two years after the date
9 of the enactment of this Act, the Administrator, in con-
10 sultation with the Chair, shall submit to Congress a report
11 on activities carried out pursuant to any memorandum or
12 agreement described in subsection (b) that includes the
13 following:
14 (1) A description of how the Administrator, in
15 consultation with the Chair, carried out such activi-
16 ties.
17 (2) An analysis of opportunities to expand the
18 technical capabilities of the Small Business Adminis-
19 tration in carrying out such activities.
20 (3) A description of achievements under any
21 such memorandum or agreement.
22 (4) A description of the plans of the Adminis-
23 trator, in consultation with the Chair, to continue
24 activities to expand employment opportunities for in-
