Cowley co-authored the April 22, 2020 Times story on banks giving their largest clients "concierge treatment" during the first PPP round (we do not have a copy of the article; it is cited in the April 23, 2020 Warren/Velázquez/Waters letter and in the San Francisco Fed's Twelfth District research brief, and we have copies of both).

Cowley co-wrote the April 22, 2020 Times concierge-treatment piece with Emily Flitter. Lydia DePillis and Derek Willis built the ProPublica Kabbage fake-farms story (May 2021).
