Biography / career arc

  • Before: Harvard College; Wharton (MBA); McKinsey; CFPB assistant director and the agency's first private-education-loan ombudsman (FTC biography).
  • During: FTC commissioner through the first eighteen months of the pandemic (2020 – October 2021); then CFPB Director from October 2021.
  • After: left the CFPB in early 2025 (the February 1, 2025 removal date is not in any copy we have); appointed by Governor Gavin Newsom on May 12, 2026 to serve as Secretary of California's new Business and Consumer Services Agency (Governor's release).

Pandemic-relief / PPP-EIDL role

He left the FTC in October 2021, before the March 2024 Womply and Biz2Credit complaints, so he cast no vote in the FTC's PPP cases.

As FTC Commissioner during 2020–2021, Chopra was one of the commissioners shaping the agency's pandemic-era consumer-protection posture before Lina Khan became chair and before the later PPP-fintech complaints were filed.

The bureau's funding structure was challenged up to the Supreme Court, which upheld it in May 2024 (opinion capture). No bias accusation tied to the PPP-fintech FTC cases.

Where they are now (2025–2026)

California Governor Gavin Newsom appointed him on May 12, 2026 to serve as Secretary of the new Business and Consumer Services Agency, which launched on July 1, 2026 and brings together consumer- and business-facing regulatory departments including DFPI, DCA, DRE, ABC, DCC, and related boards.
