Identity and role

Howard Levy, 60 when charged, of the Bronx, New York, was arrested on June 6, 2023, when a criminal complaint was unsealed against him, Glenroy Walker and four others in United States v. Walker, No. 7:23-cr-00662 (S.D.N.Y.). He and Walker were indicted on December 14, 2023, on three counts.

The scheme and pandemic-relief role

According to the U.S. Attorney's Office, Levy and Walker ran a scheme from at least July 2020 to February 2022 that submitted more than 100 fraudulent PPP applications, often with phony bank statements and tax documents, and took kickbacks from applicants including Sherril Baez, Norma Getten, Donnat Powell and Gary Wheeler. The applications sought more than $14.7 million and produced more than $4.6 million in loans. Westfair Communications, reporting from the court record, said Levy created the fake documents while Walker mainly recruited applicants.

  • Charged: criminal complaint unsealed June 6, 2023 (conspiracy and aggravated identity theft); indictment December 14, 2023.
  • Pleaded guilty: August 30, 2024, to Count One, conspiracy to commit wire fraud (18 U.S.C. § 1349), under a plea agreement; the other two counts were dismissed.
  • Forfeiture: a consent order of May 14, 2025 imposed a $785,008.27 money judgment and took his interest in real property in Poinciana, Florida.
  • Sentenced: May 14, 2025, by U.S. District Judge Cathy Seibel, to 66 months in prison, three years of supervised release and $4,684,808.33 in restitution, with a surrender date of June 30, 2025 (judgment entered May 16, 2025).

Where they are now (2025–2026)

He was due to surrender to begin his 66-month sentence by June 30, 2025. At Walker's sentencing in September 2025, prosecutors set Levy, already sentenced to five and a half years, against Walker, who they said "has never accepted responsibility for his crimes."
