A New Rochelle, New York man who, with Howard Levy, filed more than 100 PPP applications seeking $14.7 million; a jury convicted him on all five counts in March 2025 and he was sentenced to 96 months in prison.
Identity and role
Glenroy Walker, 65 when charged and 67 at sentencing, of New Rochelle, New York, was the lead defendant in United States v. Walker, No. 7:23-cr-00662 (S.D.N.Y.). He was arrested on June 6, 2023, when a criminal complaint against him and five others was unsealed in White Plains, and was indicted with Howard Levy on December 14, 2023.
The scheme and pandemic-relief role
According to the U.S. Attorney's Office, Walker and Levy ran a scheme from at least July 2020 to February 2022 that submitted more than 100 fraudulent PPP applications to various lenders, often with phony bank statements and tax documents. Four other defendants, Sherril Baez, Norma Getten, Donnat Powell and Gary Wheeler, applied for their own businesses, recruited other applicants and paid Walker and Levy kickbacks. The applications sought more than $14.7 million; more than $4.6 million was disbursed.
Westfair Communications, reporting from the court record, described Walker's job as mainly recruiting applicants, while Levy produced the fake documents. It counted applications on behalf of 56 people, of which 39 loans totaling $4.6 million were approved, with applicants typically kicking back 15 percent.
Legal status / controversies
- Charged: criminal complaint unsealed June 6, 2023; indictment December 14, 2023; superseding indictment S4, filed February 2025, with five counts.
- Convicted: by a jury in March 2025, after a four-day trial in which he represented himself with a court-appointed standby lawyer, of conspiracy to commit wire fraud, wire fraud, money laundering, engaging in monetary transactions in criminally derived property and aggravated identity theft.
- Sentenced: September 12, 2025, by U.S. District Judge Cathy Seibel: 72 months on the first four counts, concurrent, plus the mandatory consecutive 24 months for aggravated identity theft, for 96 months in prison, and $4,684,808.33 in restitution (judgment entered September 17, 2025). Westfair reported forfeiture of $855,940.
Before sentencing Walker asked for time served, the 12 months he had spent detained before trial, and told the court he denied committing any crime. Prosecutors wrote that he had "never accepted responsibility for his crimes."
Where they are now (2025–2026)
His judgment and Levy's set the same restitution figure, $4,684,808.33. The September 2025 judgment is the last public record of Walker we found.
