Identity and role
Errin Green is the Chairman and Chief Executive Officer of RER Solutions, Inc., a government-services contractor at 950 Herndon Parkway, Suite 200, in Herndon, Virginia. RER describes itself as a minority, woman-owned small business; in the federal small-business system it has held 8(a) and economically-disadvantaged woman-owned status.
Biography
She graduated magna cum laude from Harvard College with a bachelor's degree in biology, then earned an MBA, with distinction, from Harvard Business School (RER leadership page).
She started at McKinsey & Company as a management consultant, advising Fortune 500 companies on strategic planning, organizational effectiveness, and branding. From there she moved into the federal market. At Gallup she was an Associate Partner in the firm's Government Consulting Practice, leading business development with agencies including the Federal Aviation Administration, the Federal Emergency Management Agency, the Department of Labor, the Passport Services Office, the Office of the Comptroller of the Currency, and the U.S. Bankruptcy Courts. The work was survey research, organizational-performance consulting, and strategic communications — selling and scoping consulting engagements to government buyers.
Before becoming RER's chief executive she held a dual role: Director of Business Development and Strategic Initiatives at RER and Director of Operations at an affiliated company, Global Recovery Group, LLC, where she ran day-to-day operations across accounting, finance, human resources, IT, and administration.
The company and its EIDL role
In 2018, before COVID, the SBA solicited data-analysis and loan-recommendation services for disaster lending: generate electronic loan documents, support e-signature, maintain documentation, and pass information back to SBA for final approval or denial. SBA set the work aside for small businesses, received ten proposals, and awarded an indefinite-delivery, indefinite-quantity contract to RER Solutions. RER teamed with RockLoans Marketplace LLC, doing business as Rocket Loans, part of Dan Gilbert's Rock family of companies. The automated decisioning system came from Rockbridge-owned Rapid Financial Services, run by Will Tumulty. The contract was built for ordinary disaster volumes; SBA's own estimate assumed roughly 65,000 loans a year.1
In 2020 the COVID Economic Injury Disaster Loan program received millions of applications and SBA expanded the contract it already had: in March 2020 it issued a second task order to the RER-Rocket team without competition and relied on a portal supplied by Rocket affiliate Rapid Financial Services to process applications (OIG Report 22-10).1 The House Select Subcommittee on the Coronavirus Crisis described the operative expansion as a roughly $750 million no-bid contract.2
The Subcommittee's June 14, 2022 release says Rapid received about $148 million and RER retained more than $340 million of the roughly $750 million paid under the contract; the $738.3 million and $232.9 million figures are from the full report; we do not have a copy.2 On the Subcommittee's account, Rapid supplied the automated system — fraud alerts, credit checks, and approve/manual-review/decline recommendations in under a second — with 163 employees and contractors plus proprietary software; Rocket handled funding and disbursement through SBA's E-Tran system with at least 20 employees; and RER assigned six employees to contract administration, invoicing and data transmission, negotiations with SBA, and high-level project management.2
The six-employee figure covers RER's own staff on the contract; SBA staff and the Rapid and Rocket teams also worked on EIDL applications.

Legal status / controversies
No criminal charge, civil fraud case, or enforcement action has been identified against RER Solutions or Errin Green over the EIDL contract. No court case with RER Solutions as a party in connection with the program is documented in a source we have. The critique in the public record is a procurement-and-oversight critique, made by the SBA's own Inspector General and by a congressional committee — not an accusation of crime.
The SBA Office of Inspector General's Report 22-10 (April 2022) said SBA could not show the prices it paid were fair and reasonable; the detailed findings previously quoted here rest on that report.1 The House report translated the unit economics: SBA agreed to pay more than $40 per COVID-EIDL application reviewed without adequately assessing whether that price made sense given the actual cost of automated review.2
OIG's second finding concerned the small-business set-aside and subcontracting limits (Report 22-10).1
