Identity and role
Cory Capoccia was President of Womply (Oto Analytics, Inc., d/b/a Womply), also titled Chief Business Development Officer, with responsibility for its partner channel, data, financial partnerships, products including Womply Pay, and finance and people operations.12 Womply was founded in 2011 by Toby Scammell.3 Womply's AngelList page listed Capoccia as Vice President of Business Development by February 2013, and press releases called him President from August 2014.456 Some directory profiles, a podcast and his own signatures on a 2020 letter to Congress and a 2022 court declaration describe him as a co-founder.7 In 2020 he owned about 5 percent of Womply, according to a company PPP application cited by the House Select Subcommittee on the Coronavirus Crisis.8
Biography
Capoccia grew up in Southern California and graduated with honors from UCLA in business economics and accounting.2 Before Womply he was part of the founding team of Verifi, a payments risk-management company Visa acquired in 2019, where his public work history runs from 2006 to 2012; earlier he worked at Morgan Stanley, the hedge fund Himelsein Mandel and Deloitte & Touche.29 By YPO's account he helped raise more than $60 million for Womply and built out its San Francisco and Lehi, Utah offices.2
Pandemic relief
On March 24, 2020 he signed the fintech coalition letter to Congress with Scammell.10 As President he signed Womply's application for its first PPP loan in 2020, and he and Scammell dealt directly with Harvest executives on the second, approved in February 2021.8 During PPP Fast Lane, which routed about 1.4 million loans to partner lenders in 2021, he handled lender relationships: in March he asked fellow YPO members to press Congress to extend the program;1112 in April he asked DreamSpring to raise its daily funding "closer to the $20m/day that we originally discussed"; in May Benworth's CEO wrote to him and Scammell about fraud in Womply-referred applications; and Fountainhead said SBA Inspector General requests for loan files had first been forwarded to him.8 He also received two PPP loans for his own businesses, at least one through Womply's platform, and both were forgiven. Like Scammell, he declined the Subcommittee's invitation to speak with it, the report says.8
The FTC's 2024 case named the company and Scammell, not Capoccia, and no Womply executive has been criminally charged in any PPP matter.1314
Where he is now (2025–2026)
His LinkedIn page shows his Womply tenure ending in 2022, followed by a year at Solo Global, the payments venture he formed with Scammell in January 2022, which now appears dormant. It also lists board, advisory or contributor roles at the National Society of Leadership and Success, Peak Power, Forbes Technology Council and YPO; those are self-reported.1516
