Who they are
William J. ("Bill") Briggs is a financial-services and small-business-lending policy figure and a multiple-time presidential appointee. He was the operational owner of PPP at SBA's Office of Capital Access in 2020, and after a fintech/banking-trade-association interlude he returned to SBA as Deputy Administrator in 2025.123
Education
One source names a degree: the Coleman Report says Briggs holds a Bachelor of Arts from the University of Michigan and is "originally from Michigan"; his own testimony refers to "my first job out of college."43
Career before the pandemic
Per his testimony, his "first job out of college was in state government working on veteran affairs and local economic development," after which he "served in senior roles at industry trade associations interspersed with two presidential appointments." His pre-SBA job was Director, Political Engagement at the Property Casualty Insurers Association of America (ProPublica); the American Fintech Council later employed him and wrote in support of his 2025 nomination.56 His SBA bio says "his firms have advised Fortune 500 corporations, trade associations, technology companies, and small businesses for over two decades"; at the hearing he said, "I have owned and operated two small businesses myself," and the committee chair introduced him as having "owned two small business consulting firms." He joined SBA on Nov. 13, 2017 as a Senior Advisor in the Office of Capital Access.3651
Role in the pandemic relief programs
As Acting Associate Administrator of the Office of Capital Access, Briggs "oversaw the $800 billion Paycheck Protection Program... and helped manage the Economic Injury Disaster Loan (EIDL) program," running PPP's day-to-day operations during the 2020 rollout.16 In his March 2025 Senate confirmation testimony he described the "upfront checks that reduced a lot of that fraud," and the "statutory-mandated guardrails that had to be let down by law".3
