Pandemic-relief / PPP-EIDL role
The Bureau of Consumer Protection was the FTC unit that later brought the Womply and Biz2Credit cases. Smith led it at the start of the pandemic response, as the bureau began its COVID-era consumer-protection work, then returned to Covington in 2020, four years before the March 2024 PPP-fintech settlements.
Covington describes Smith as advising banks, non-bank lenders, technology companies, and vendors on retail financial services, data protection, advertising, consumer protection, credit reporting, and ecommerce issues. He had no role in the Womply vote.
