Economist who founded Summit Consulting, the Washington analytics firm Treasury hired in April 2020 to support CARES Act programs such as the airline payroll grants and air carrier loans, and later American Rescue Plan project management. SBA paid it for fraud-mitigation oversight in 2023.

Identity and role

Albert J. Lee is the senior founding partner of Summit Consulting, LLC, an analytics firm at 777 6th Street NW in Washington, D.C. He started it in 2003, four years after receiving a PhD in economics from UCLA. Before Summit he was a senior consultant at Bates White, working on economic damages in antitrust and mass-tort cases, and a manager in the Quantitative Analysis Group at KPMG. His firm biography describes him as an expert in econometric modeling and statistical sampling.

Pandemic-relief role

On April 20, 2020, Treasury's Departmental Offices signed a blanket purchase agreement with Summit, number 2032H320A00005, with a ceiling of $17.5 million. Its stated purpose was budget advisory services for the Federal Financing Bank. In the months that followed, Treasury placed CARES Act and American Rescue Plan work with the firm through call orders under the agreement. Federal procurement records include:

  • "Air carrier loan program support," signed April 24, 2020, $163,238.98 obligated;
  • "Expert advisory services to the implementation of the Air Carrier Payroll Support Program in compliance with the CARES Act," signed May 4, 2020, $114,531.60 obligated;
  • "American Rescue Plan program and project management support services," signed May 5, 2021 and extended into 2023, with obligations of about $7.3 million across its modifications.

Treasury's inspector general, auditing the payroll-support grant to the charter operator XOJET Aviation, reported interviewing "contracted consultants engaged by Treasury to evaluate certified company applications," and identified the consultant in a footnote as Summit Consulting, LLC.

At SBA, Summit won a call order titled "Fraud mitigation oversight" on August 10, 2023, worth $254,801.55, under SBA agreement 73351023A0018. The order ran to August 2024 and was closed out in April 2025.
