The Cross River client
Cross River Bank originated hundreds of thousands of PPP loans through fintech partners including BlueVine and Kabbage (see the Cross River profile). That made Cross River both a relief-program operator and a policy target after the House Select Subcommittee's 2021 investigation and December 2022 fintech report.
Cross River retained the firm before the pandemic and kept it through the scrutiny period. 1607's own news page lists Cross River Bank among its launch clients (we have a copy). Senate LDA and House lobbying records list Cross River as a 1607 client with quarterly reports from 2020 onward on banking regulation, fintech partnerships and the Paycheck Protection Program.
The filings show a lobbying relationship; they do not by themselves prove a specific intervention in any one investigation.
Where it stands now
LegiStorm describes 1607 as a government-affairs consulting firm for the financial-services industry; House lookup records listing its clients are cited, but we do not have copies.
