What it is

One row for each of the 30 agencies and departments that reported suspension and debarment activity for fiscal year 2023, plus one row reproducing the Total Actions line the report prints. The eight numeric columns are the three in Appendix 2 and the five in Appendix 3, cell for cell.

The Interagency Suspension and Debarment Committee reports these counts to Congress each year under Section 873 of the Duncan Hunter National Defense Authorization Act for FY2009. They cover exclusion actions under 2 C.F.R. part 180 and FAR subpart 9.4: the governmentwide system that keeps a party out of federal contracts, grants and loans.

The Small Business Administration's row reads 59 suspensions, 69 proposed debarments and 18 debarments, out of 423, 1,165 and 1,009 governmentwide. These are FY2023 figures and they are not the SBA borrower suspensions announced in 2026; those are counted separately, in a different table.

Two figures from the report do not appear as columns because the report prints them only governmentwide. Agencies reported more than 230 suspension, proposed debarment and debarment actions tied to COVID-19 fraud in FY2023, against 13 for FY2021 and FY2022 combined (pages 1 and 6); those actions are inside the counts below, and nothing separates them. And there is no FY2022 column here because the report publishes no FY2022 table, only the change: total actions up about 3 percent (page 1).

How it was built

Built from this site's preserved copy of the report, a 14-page PDF with SHA-256 40dc4ebcee15b02cf8394cf7c5cc44748fdb17daee2f933a31363a6c66ff9983. Appendix 2 is on page 10 and Appendix 3 on page 11. Every cell was read from the PDF's text layer, and each of the eight numeric columns was then added up and checked against the Total Actions line the report prints on the same page. All eight match.

Two labels differ from the printed page, and nothing else does. The first Appendix 3 column heading is written here as show_cause_pre_notice_letters: the PDF's text layer drops a letter and renders it as "Show otice Letters", and the heading on the rendered page reads "Show Cause/Pre-Notice Letters". The row the table labels "Fourth Estate*" is written as "Department of Defense Fourth Estate", which is how the footnote beneath the table names it.

How to use it

Specific to this file, measured on it: keys, joins, encodings, units, and the values that will trip a naive count.

The last row is a total, not an agency. Filter row_type=agency before you sum a column. The all_agencies_total row reproduces the report's own Total Actions line, so leaving it in doubles every figure.
The three Appendix 2 columns are not three kinds of party. The report counts a suspension, a proposed debarment and a debarment as separate actions "even if they relate to the same respondents" (page 9). Adding the columns gives a count of actions, never a count of excluded parties.
One cell is blank. AmeriCorps has no number for show_cause_pre_notice_letters: the report prints a dash there.
A zero may mean nothing was reported. The report says some FY2023 figures rest on voluntary agency responses without saying which.
Only agencies that reported are here. Thirty rows is the report's list, not a list of federal agencies.

Before you quote a row

This is fiscal year 2023 and it is not the 2026 borrower suspensions. The SBA's 2026 suspensions of pandemic loan borrowers are a different action, under a different authority, counted in a different table: SBA borrower suspension figures, 2026.
FY2023 is the most recent Section 873 report the ISDC had posted as of September 15, 2026. There is no published governmentwide count for FY2024, FY2025 or FY2026, so this table cannot be extended forward.
Every number here is a number the report prints. Where the report's narrative and its appendices describe the same activity differently, this file follows the appendices.

Cite this table. Name the source vintage; the numbers depend on it.
