This page collects three U.S. Small Business Administration documents for the Restaurant Revitalization Fund, dated April 8 to September 1, 2021. SBA Form 3172 (04-21) is the funding application; the Program Guide as of April 28, 2021 sets out eligibility, the calculation of funding amounts, set-asides, priority in awarding funds and required documentation; SBA Form 3173 (09/21) is the post-award report on which a recipient reports spending by eligible category. Who could apply and for how much?
The application states that the SBA may provide funding of up to $5,000,000 per location, not to exceed $10,000,000 in total for the applicant and any affiliated businesses, with a minimum award of $1,000. The guide describes eligible entities as businesses that are not permanently closed and where the public or patrons assemble for the primary purpose of being served food or drink, including restaurants, food stands, food trucks and carts, caterers and bars.
Do the awards have to be repaid?
The application states that awardees will not be required to repay funds received under the program unless the funds were used for purposes other than authorized purposes, were not used by March 11, 2023, or the awardee permanently closed before using all of the funds on authorized purposes.
What does the post-award report ask for?
Amounts spent for the period beginning February 15, 2020 and ending March 11, 2023 in ten categories: payroll including paid sick leave, rent or mortgage, utilities, debt service, construction of outdoor seating, maintenance, supplies, food and beverage, covered supplier costs and business operating expenses. It warns that a false statement or misrepresentation may result in criminal, civil or administrative sanctions, listing the False Claims Act and the Program Fraud Civil Remedies Act among them.
