Case summary

This route publishes 33 bill texts, of which the case index links four. They trace eight statutes through their House and Senate stages: the CARES Act, the Paycheck Protection Program and Health Care Enhancement Act, the Paycheck Protection Program Flexibility Act of 2020, the PPP Application Deadline Extension Act, the Consolidated Appropriations Act, 2021, the American Rescue Plan Act of 2021, the PPP Extension Act of 2021 and the PPP and Bank Fraud Enforcement Harmonization Act of 2022. The earliest texts are dated January 2019 because several of these acts were carried on bill numbers introduced for other purposes: H.R. 748, later the CARES Act, was introduced on January 24, 2019 to repeal the excise tax on high cost employer-sponsored health coverage. The latest text is the enrolled Harmonization Act of August 5, 2022.

What does the 2022 Harmonization Act do?

It amends the Small Business Act so that any criminal charge or civil enforcement action alleging that a borrower engaged in fraud with respect to a covered loan guaranteed under section 7(a)(36), and separately under section 7(a)(37) for second draw loans, must be filed not later than ten years after the offense was committed.

Why are texts dated 2019 on a pandemic route?

Because the bill numbers predate the pandemic. The text filed under January 24, 2019 is H.R. 748 as introduced, to amend the Internal Revenue Code to repeal the excise tax on high cost employer-sponsored health coverage; the same number carried the CARES Act, whose enrolled text on this route is dated March 27, 2020.

What stages does the route hold?

Introduced, reported, engrossed, received or referred in the Senate, placed on the Senate calendar and enrolled, in varying combinations for each of the eight statutes.
