Your Honor, 
March 23th, 2021 
My name is Wolfgang Prieto, I’m a French Citizen, 42 years old, PhD Electrochemical and Materials 
Engineer. 
I have known Mr. David Tyler Hines since January 2019, a few weeks after he began a love 
relationship with my sister, who was concluding a complex divorce process at that time.   
Throughout that time, I was able to note as a first-hand witness how Mr. David Hines acted 
exceptionally in undertaking the emotional protection and care that my sister needed throughout 
her long separation process.  
I was really surprised how good-hearted Mr. David Hines was and the way he helped her to 
overcome all the difficult moments my sister was passing through.  
Finally, and to my great joy, in May 2019, David and my sister decided to marry and officially form a 
new family.  
I had to visit the city of Miami frequently for business during 2019 and 2020, which allowed me to 
spend a lot of time with my sister and David. 
I shared their daily family relation and we sometimes went on short weekend trips.  During all those 
moments, I was pleasantly surprised to see how David and my sister consolidated a strong, deep 
emotional relationship that helped my sister to overcome her separation traumas. I was also 
pleasantly surprised to see how David responsibly and lovingly took on the role of second father to 
my nephew Patrick, with whom he established a close relationship of affection and protection.  
I know that Mr. Hines has had personal problems and that these may perhaps have led him to make 
some mistaken decisions in his life, but I do not doubt for a moment that David is a great human 
being, with exceptional value and a great heart.  
From the beginning of the investigation, I have not ceased to maintain contact with my sister and 
David, and I know that David profoundly regrets the acts that led him to have his present judicial 
problems.   
I believe without a doubt that Mr. David Tyler Hines is a responsible, good-hearted person and that 
he would not have performed any act that could directly harm third parties.   
For more than two years, David has proven to me that he is a responsible, affectionate husband and 
an excellent second father for my nephew Patrick, with whom he has established a close paternal 
relationship that has provided the child great emotional stability. 
Your Honor, I would like to thank you for taking my thoughts into consideration while you deliberate 
the appropriate decision. I am willing to provide my support if this were required of me.
