PALM BEACH COUNTY COVID-19
PUBLIC SAFETY ORDER NUMBER I
WHEREAS, on March 1, 2020, Governor Ron DeSantis, issued Executive Order 20-51
directing the Florida Department of Health to issue a Public Health Emergency; and
WHEREAS, on March 9, 2020, Governor Ron DeSantis, issued Executive Order 20-52
declaring a state of emergency for the State of Florida as a result of COVID-19; and
WHEREAS, on March 13, 2020, pursuant Section 252.38(3)(a)(5), Florida Statutes,
Palm Beach County declared a local State of Emergency due to the Coronavirus pandemic,
which has since been extended in accordance with applicable law; and
WHEREAS, on March 16, 2020, President Donald J. Tramp and the Centers for Disease
Control and Prevention (“CDC”) issued the “15 Days to Slow the Spread” guidance advising
individuals to adopt far-reaching social distancing measures, such as avoiding gatherings of more
than 10 people, and in states with evidence of community spread, bars, restaurants, food courts,
and gyms should be closed; and
WHEREAS, on March 20, 2020, Governor Ron DeSantis, after consultation with
Broward County and Palm Beach County authorities, both of which requested application of the
CDC recommendations, issued Executive Order 20-70, which ordered that all restaurants, bars,
taverns, pubs, night clubs, banquet halls, cocktail lounges, cabarets, breweries, cafeterias and any
other alcohol and/or food service business with seating for more than ten (10) people within
Broward and Palm Beach Counties be closed to on-premise service of customers; and
WHEREAS, on March 20, 2020, also pursuant to Executive Order 20-70 and as
provided therein, Governor Ron DeSantis closed all movie theatres, concert halls, auditoriums,
playhouses, bowling alleys, arcades, gyms, fitness studios, and beaches; and
WHEREAS, it is necessary and appropriate to take action to ensure that COVID-19
remains controlled, and that residents and visitors in Palm Beach County remain safe and secure,
especially with regard to people in large groups that may not be observing appropriate social
distancing to prevent community spread of COVID-19;
NOW, THEREFORE, IT IS HEREBY ORDERED pursuant to Palm Beach County
Code Artile II, Section 9-35, and all other applicable laws, that:

WHEREAS, on March 20, 2020, also pursuant to Executive Order 20-70 and as provided
therein, Governor Ron DeSantis closed all movie theatres, concert halls, auditoriums, playhouses,
bowling alleys, arcades, gyms, fitness studios, and beaches; and
WHEREAS, it is necessary and appropriate to take action to ensure that COVID-19
remains controlled, and that residents and visitors in Palm Beach County remain safe and secure,
especially with regard to people in large groups that may not be observing appropriate social
distancing to prevent community spread of COVID-19; and
WHEREAS, on March 22, 2020, Palm Beach County issued its COVID-19 Public Safety
Order No. 1 whereby, among other things, pursuant to subsection two (2), Palm Beach County
closed all boat docks, ramps, marinas, and any other venues used for launching any recreational
vessels; and
WHEREAS, it is now necessary to clarify, by way of this Amendment, that subsection
two (2) applies to all such venues utilized for any recreational purpose, including, but not limited
to, fishing charters, boat tours, diving excursions, and the like; and
WHEREAS, it is further necessary to clarify, by way of this Amendment, that such venues
may only be utilized for commercial fishing, commercial marine operations, and support services
related thereto; and
NOW, THEREFORE, IT IS HEREBY ORDERED pursuant to Palm Beach County
Code Article II, Section 9-35, and all other applicable laws, that COVID-19 Public Safety Order
No. 1 is amended and replaced with the following:
The foregoing recitals are incorporated herein by reference.
Effective immediately, within Palm Beach County, including all municipalities
therein, all boat docks, ramps, marinas, and any other venues utilized for launching
any vessels to be used for recreational purposes, including, but not limited to,
fishing charters, boat tours, diving excursions, and the like, are hereby closed until
further notice. Said venues may only remain open to provide services relating to
the commercial activities identified under subsection four (4) below.
Effective immediately, within Palm Beach County, including all municipalities
therein, all islands, sandbars, and intracoastal lands are prohibited for use by the
public.
