MR. ANDRE:  Good afternoon, Your Honor.  Julian 
Andre on behalf of the United States. 
THE COURT:  Good morning. 
MS. HETTLE:  Good morning, Your Honor.  Nadine 
Hettle on behalf of Artur Ayvazyan who is present via video 
conferencing.  A waiver is on file. 
THE COURT:  Good morning, Miss Hettle.  
Good morning, Mr. Ayvazyan. 
THE DEFENDANT:  Good morning, Your Honor.  
THE COURT:  Good morning.  
Mr. Ayvazyan, you are here today for your 
arraignment.  I'm just going to go quickly through -- tell you 
what we are going to do, and then we'll get started.  
I'm going to ask you some questions about the 
charging document that's been filed in this case.  It's called 
an indictment.  After I do that, I'm going to tell you who the 
judge is who is going to be handling your case going forward 
after today.

We are going to take your not guilty plea, and then 
I'm going to set a trial date and then give some additional 
information to the attorneys.  
If you have any questions or you want to talk to 
Miss Hettle before you answer my questions, just let me know, 
and we'll take a break so that you can do that.  
Does that make sense?  
THE DEFENDANT:  Yes, Your Honor. 
MR. ANDRE:  Your Honor, before you begin, if I may 
ask, the government's understanding was that Miss Hettle had 
been appointed solely for purposes of representing Mr. Ayvazyan 
at his initial appearance last month but that the Public 
Defenders were not appointed to represent him going forward.  
So I wasn't sure what the status of that was and if 
the Court wanted to address that before proceeding.  
THE COURT:  Okay.  
All right.  Miss Hettle, do you have any information 
to provide this morning?  
MS. HETTLE:  Your Honor, that's correct.  We were 
appointed for this initial -- the initial appearance, 
Your Honor.  I would ask the Court to extend that appointment 
through today.  He does have counsel, and he is ironing out the 
payment at this point.  
My understanding is that there isn't an issue with 
the payment.  It just has to be delivered.  So Mr. Ayvazyan is

taking care of what he needs to do.  
I would just note that the government did seize 
Mr. Ayvazyan's savings.  And so that has complicated his 
ability to hire counsel and that explains the delay, 
Your Honor.  It's not due to lack of effort on behalf of 
Mr. Ayvazyan's part.  
THE COURT:  Okay.  So I think that's what I'll do 
then.  I just took a look at some of the paperwork from the 
earlier appearance.  And I think that I can extend the 
appointment to cover this proceeding.  
But, Mr. Ayvazyan, it sounds like you are in the 
process of obtaining another attorney.  And I guess the most 
prudent thing, perhaps, is that Miss Hettle, if that falls 
apart or doesn't work out, then, Mr. Ayvazyan, you need to talk 
to Miss Hettle or somebody else to make sure that you have 
representation in this case.  Okay?  
THE DEFENDANT:  Yes, Your Honor. 
THE COURT:  Okay.  Thank you, Mr. Andre, for raising 
that.  I think hopefully that will take care of it for purposes 
of today.  
Mr. Ayvazyan, I have in front of me the indictment 
that's been filed in this case.  Were you provided a copy of 
the indictment before this hearing?  
THE DEFENDANT:  Yes, Your Honor. 
THE COURT:  Have you had a chance to go over it,

THE DEFENDANT:  Yes, Your Honor. 
THE COURT:  Generally speaking, Mr. Ayvazyan, do you 
understand what the government has charged you with?  
THE DEFENDANT:  Yes, Your Honor. 
THE COURT:  Sir, your case has been assigned to the 
calendar of the Honorable Stephen V. Wilson.  So Judge Wilson 
is the district judge who is going to handle your case going 
forward.  
Judge Wilson has instructed me -- has instructed 
this Court to take your not guilty plea.  So that's what we are 
going to do right now. 
THE DEFENDANT:  Great. 
THE COURTROOM DEPUTY:  Mr. Ayvazyan, how do you 
plead to the charges contained in the indictment?  
THE DEFENDANT:  Not guilty, Your Honor. 
THE COURT:  All right.  Jury trial is set for 
January 12, 2021, January 12, 2021, at 9:00 a.m.  The 
parties are referred to Judge Wilson's procedures and schedules 
web page to obtain a copy of his discovery order.  And that can 
be found on the Court's website at cacd.uscourts.gov.  
I don't know whether or not we'll be meeting in 
person in January.  But in case we are, I want to make sure you 
know where Judge Wilson is.  He's in the First Street 
Courthouse which is in Downtown Los Angeles.  The address is
