A looser-match view of the overlap data: what shows up when looser match layers (same venue, affiliate families, review candidates) are stacked on top of the strict-match baseline.

The two dollar totals above come from the full expansion database. The 1,800 sampled rows in the table carry $11.27B of the grant-overlap combined total and $0.33B of the PPP+EIDL-only loan face, so the table is a window on each universe rather than a count of it. County is not carried on any row in this data, so the table and filters omit it; county rollups are in the expansion stats file.
