Biography

The Federal Judicial Center capture identifies Means as born in 1948 in Roswell, New Mexico. He received a B.A. from Southern Methodist University in 1971 and a J.D. from Southern Methodist University School of Law in 1974. President George H.W. Bush nominated him to the Northern District of Texas in 1991; he was confirmed October 31, 1991, received his commission November 5, 1991, and assumed senior status July 3, 2013.
