Identity and role

Roger Williams chairs the House Committee on Small Business. The committee's About page states that he "represents the 25th congressional district of Texas which is located in North Texas and stretches from Tarrant County in the east to Callahan County in the west."1

Pandemic-relief / PPP-EIDL role

As House Small Business chair he holds the jurisdiction Nydia Velázquez held in the prior Congress. With Senate Small Business Chair Joni Ernst he introduced the SBA Fraud Enforcement Extension Act. The committee release of April 2, 2025 states that it extends the statute of limitations to 10 years for fraud involving the Shuttered Venue Operators Grant and Restaurant Revitalization Fund programs, following the 2022 extension to 10 years for PPP and COVID-EIDL fraud.2

Their own relief

NBC News, working from SBA's July 2020 loan data, reported that Williams "received a loan for his Roger Williams Chrysler Dodge Jeep dealership in Weatherford, Texas" and that he "is president and CEO of JRW Corp. of Fort Worth, which is listed as receiving a loan of $1 million to $2 million." It quotes his statement: "Like every other company who accepted a small business loan, our business qualified under law and regulation, and today over 100 of our employees are grateful that we did."3

CREW's report on PPP loans to businesses linked to members of Congress gives the same range — "a PPP loan valued between $1 and 2 million for his car dealership in Texas" — identifies him as "the Sole Director and President of the company that received the loan, JRW Corporation," and states that he "previously acknowledged receiving a PPP loan, but declined to specify the amount." The report's general finding is that "many of the lawmakers who benefited from PPP loans opposed legislation to make the program more transparent"; it does not record a vote by Williams on such legislation.4
