Kadeem A. Cooper. Washington, D.C. He served as Counsel on the majority staff of the U.S. House Select Subcommittee on the Coronavirus Crisis (from June 2020 to January 2021), the Clyburn-led panel behind the December 1, 2022 staff report "We Are Not the Fraud Police": How Fintechs Facilitated Fraud in the Paycheck Protection Program. He is now Senior Counsel, Policy at Airbnb.

Career arc

Cooper holds a B.A. from the University of Virginia and a J.D. from New York University School of Law. He practiced as a litigation associate at Covington & Burling LLP and at Paul, Weiss, then moved to the Hill, serving as Counsel on the House Committee on Oversight and Reform under Chairman Elijah E. Cummings and Chairwoman Carolyn B. Maloney. From there he joined the Select Subcommittee at its 2020 founding. These facts are stated in Chairman Clyburn's June 10, 2020 staff announcement.

After the Subcommittee, public records show him at the Lawyers' Committee for Civil Rights Under Law (Policy Counsel), back at House Oversight as Deputy Chief Oversight Counsel, and at the Senate Judiciary Committee as Senior Counsel to Chairman Dick Durbin, before moving to the private sector.

Pandemic relief oversight role

The December 2022 fintech report was an institutional staff product without individual bylines; the public record establishes Cooper's role (Counsel from June 2020), not authorship of particular sections. His named prior portfolio on House Oversight was general investigations under Cummings and Maloney, not PPP/fintech specifically.

Lobbying & industry ties

Cooper was a registered lobbyist of record on civil-rights matters in 2021. The Senate Office of Public Records lists 2021 filings naming him as a lobbyist, all in-house for the Lawyers' Committee for Civil Rights Under Law (registrant and client are the same organization), on criminal-justice and civil-rights legislation (the George Floyd Justice in Policing Act, the MORE Act, the Equality Act, COVID-19 advocacy). No lobbying registration tied to fintech, banking, or the PPP appears under his name.
