Identity and role

Gregg D. Shapiro (Massachusetts BBO No. 642069; also admitted in California) is the founder of Gregg Shapiro Law, LLC, 101 Federal Street, Boston. His practice is plaintiff-side False Claims Act work: representing relators — whistleblowers who sue on the government's behalf and share in any recovery. He is relator's counsel in the Integra PPP qui tam (we have a copy of the complaint).

Sixteen years as a federal prosecutor

His firm biography describes sixteen years as an Assistant U.S. Attorney in the District of Massachusetts, including 2013–2021 as chief of the office's Affirmative Civil Enforcement Unit, and lists Stanford and Harvard Law degrees and a district-court clerkship.

The same biography states that during part of 2020 he served as Special Counsel to the Special Inspector General for Pandemic Recovery, the CARES Act watchdog, before leaving DOJ in 2021 for a relator practice.

Pandemic relief role

In private practice he has been counsel of record on three PPP False Claims Act cases:

  • U.S. ex rel. Integra Research Group LLC v. B.S.D. Capital, Inc. d/b/a Lendistry, No. 1:24-cv-12753-WGY (D. Mass., filed under seal Oct. 30, 2024): the qui tam brought by John Griffin's firm against the lender Griffin's study ranked worst. Shapiro signed the complaint. The relator voluntarily dismissed the case without prejudice; Judge William G. Young entered the dismissal July 3, 2025, with no intervention, no answer, and no recovery.
  • U.S. ex rel. Foster v. Hitachi Kokusai Electric Comark LLC, No. 3:25-cv-30066 (D. Mass.): a second-draw PPP eligibility theory; settled December 12, 2025 for about $2.09 million (DOJ USAO-MA release).
  • U.S. ex rel. Foster v. Akris Inc., No. 1:25-cv-11989 (D. Mass.): the same affiliation theory; settled January 22, 2026 for about $1.82 million (DOJ USAO-MA release).

He was also attorney of record on U.S. ex rel. Integra Med Analytics LLC v. ReNew Health Consulting Services, LLC et al., No. 2:23-cv-06930 (C.D. Cal.), a sealed 2023 qui tam terminated in 2024.
