Identity and role

Eyal Shinar is a fintech founder. At the time of the March 24, 2020 letter he was Founder and CEO of Fundbox, a San Francisco small-business credit company. He is now co-founder and CEO of Black Ore Technologies, an AI company for financial services.

Biography

Shinar co-founded Fundbox in 2013 in San Francisco alongside Yuval Ariav and Tomer Michaeli (Wikipedia, secondary source); the same article recounts the product's 2014 launch and his mother's late-payment troubles as the idea's origin. Goldman Sachs named him to its "100 Most Intriguing Entrepreneurs" list in 2016.

Pandemic relief role

Shinar signed the fintech coalition letter (published under OnDeck's banner) as "Eyal Shinar, Founder & CEO, Fundbox." Dated March 24, 2020, the letter asked Congress to give Treasury flexibility to push "upwards of $500 billion" to small businesses through online lenders and others, and stated: "We seek no gain from this crisis. Our only aim is to protect the millions of small businesses that we are proud to call our customers."

Fundbox was one of the signatories that lent: it was an SBA PPP lender of record in its own name. SBA data put Fundbox, Inc. at 13,505 loans totaling about $329.4 million.

In July 2020, Fundbox announced that Shinar would become Executive Chairman and that Prashant Fuloria, then COO, would become CEO.

No personal enforcement action, False Claims Act case, FTC action, debarment, or criminal charge involving Shinar was identified.

Where they are now (2025–2026)

Shinar co-founded Black Ore Technologies, which emerged from stealth in November 2023 with $60 million. Its product, Tax Autopilot, automates tax-return preparation for accounting firms and was made generally available in 2026 (Accounting Today). Shinar remains co-founder and CEO.
