The profile

CEO of SmartBiz, the SBA-lending marketplace that routed billions in PPP through partner banks.

Identity and role

Evan Singer — CEO of SmartBiz Loans (San Francisco), an online marketplace that matches small-business borrowers to partner banks for SBA 7(a) and PPP loans and automates the underwriting workflow.

Biography

Singer's Entrepreneur contributor page describes his earlier technology roles.

Pandemic-relief / PPP-EIDL role

SmartBiz applied its SBA-loan marketplace to PPP, connecting borrowers to its network of partner banks. The company reports having facilitated more than $9 billion across PPP, SBA 7(a) and bank term loans for 230,000+ entrepreneurs, with about 60% of loans to minority-, women- or veteran-owned businesses (2022 release). It is a marketplace model adjacent to Lendio's and Fundera's, distinct from the lenders of record.

Their own relief

No enforcement action or PPP-fraud finding against Singer or SmartBiz has been identified in the public record; the company later presented itself as SmartBiz Bank (board release).

Where they are now (2025–2026)

SmartBiz Bank's board and management release (we have a copy) says Singer continued as Chief Executive Officer of SmartBiz Bank and Chair of the Board.
