Pandemic-relief / PPP-EIDL role
- PPP loans landed on bank balance sheets, and the Federal Reserve's PPP Liquidity Facility financed them. The capital and liquidity treatment of that activity ran through the bank regulators: the OCC, the Federal Reserve and the FDIC. Calomiris joined the OCC in July 2020.
- The three agencies announced an interim final rule on April 9, 2020, published at 85 FR 20387 and effective April 13, 2020, that let banking organizations neutralize the regulatory-capital effects of participating in the PPP Lending Facility and, "as mandated by section 1102 of the CARES Act," assigned PPP loans "a zero percent risk weight under the agencies' regulatory capital rule."23 Calomiris started after that rule and is not a named signatory of it.
- No PPP or EIDL rule, FAQ, or congressional testimony bearing Calomiris's name was located in the sources we have.
