Special Inspector General for Pandemic Recovery from June 2020 until the office's statutory term ended on March 27, 2025; confirmed by the Senate on May 18, 2026 as U.S. Attorney for the Middle District of Pennsylvania.
Identity and role
Brian D. Miller served as Special Inspector General for Pandemic Recovery (SIGPR), the CARES Act office (modeled on SIGTARP) created to oversee the CARES Act Title IV lending and facilities. Senate-confirmed June 2020 (DOJ MOU release of June 17, 2020, his Nov. 14, 2023 Senate testimony capture identifies him as SIGPR).

Prior career (DOJ; Inspector General of the General Services Administration) is cited to the DOJ MOU release (we do not have a copy) → SIGPR (2020) → office sunset on March 27, 2025 (Government Executive).
Pandemic-relief / PPP-EIDL role
Led the oversight office for the Treasury/Fed lending side of CARES, with quarterly reports to Congress on the §4003 facilities and Main Street lending.
SIGPR was created for the CARES Act's economic-stabilization facilities, a narrower remit than SBA OIG's PPP/EIDL focus. Its Treasury and Federal Reserve relief oversight covered Main Street Lending, direct loans, and the emergency-credit facilities, plus related fraud referrals.
Congress gave SIGPR a fixed statutory life. Government Executive reported in May 2025 that the office had wound down at the end of its term, and that Miller had spent the close of his tenure simultaneously serving as acting general counsel of the Department of Housing and Urban Development.
Where they are now (2025–2026)
The SIGPR office sunset on March 27, 2025 (Government Executive). Miller served concurrently as acting general counsel of HUD at the end of his tenure (Government Executive); DOJ's Middle District of Pennsylvania release on his Senate confirmation as U.S. Attorney (May 2026) is cited, but we do not have a copy.
